The backbone of the department, the officers of Uniformed Services respond to emergency calls, non-emergency calls for service, accidents, make traffic stops, and provide uniformed patrol officers for numerous events around the city.
Captain Chris Groves is the Commander of the Uniform Services Bureau.
Patrol
The Uniform Services Bureau is the primary service delivery component of the Sioux City Police Department. For that reason, the majority of sworn officer positions are assigned to this bureau with most assignments to regular patrol duties.
The Uniform Services Bureau is organized into three watches and uses a district/beat management system to promote officer familiarization with the citizens, businesses, and neighborhood activities. Under this system, the city is divided up into nine districts. District boundaries are drawn based upon a number of factors including, but not limited to population, number of calls for service, and type of calls for service.
A sergeant oversees a team of officers permanently assigned to the districts. A minimum of one officer patrols each district throughout a watch and has at his/her disposal the support of back-up officers, team sergeants, command staff, and specialized units as necessary to meet
the needs of individual situations that arise.
Each shift has three teams and is commanded by a Lieutenant. While two teams have permanent assignments, the third team is the “swing team”. They are used to fill districts when the permanent team has days off. This methodology allows a connection to develop between the officers and the citizens they serve.

Selective Traffic Enforcement Program (STEP)
The Selective Traffic Enforcement Program (STEP) consists of a sergeant and several officers who anticipate and plan Sioux City traffic needs. These Officers plan for major events which may cause traffic congestion or other traffic problems. The STEP unit is often called upon to manage increases in downtown traffic flow brought about by major entertainment events at the Tyson Event Center and the Orpheum Theater.
The STEP Unit escorts house moves as well as dignitaries and political candidates when they visit Sioux City. The Unit accounts for a significant portion of the number of the Department’s traffic citations. The Sioux City Police Department has five officers trained in traffic accident investigation. These officers, although normally assigned to different areas within patrol, are available to be called in when a serious or fatal traffic accident occurs. The officers are specially trained in traffic accident reconstruction.
Alcohol Safety Action Program (ASAP) Unit
The Alcohol Safety Action Program (ASAP) consists of a sergeant and group of Officers who target alcohol and drug- impaired drivers. They receive grants from the state to carry out their work—particularly overtime funding.
Community Policing Sergeant and Crime Prevention Officer
The Community Policing Sergeant helps coordinate the department’s community policing efforts by working with the community to address concerns and direct officers to respond to those concerns. The Sergeant also works with various community groups to build partnerships and strengthen the bonds between the public and the police.
The Crime Prevention Officer is available to provide training on safety and lowering your chance of being a victim. We have trained numerous groups on responding to and surviving an active killer, identity theft, scams, and various other safety topics.
